How do I change my windows 7 background?

I know how to change it but i cant change whether its stretch, tile, fit,fill, center. I know you right click on desktop then go to personalize then Desktop Background. When i choose a picture it wouldnt let me change whether its center or stretch, the picture always comes out as stretch
